My board did not like this ROM either, throwing a "PNP/PCI compliant BIOS not installed!" error, as well as the BIOS itself briefly throwing some white-text option ROM errors after the AHCI OROM screen. I wasn't able to read these errors since the computer went into CMOS setup right after the error message flashed.
Is it just because the newer OROMs are >64kb? What if this OROM was the last PCI OROM in the BIOS (i.e. PCI [C] for my board), or would that not matter at all?
I'd say yes, that is because of the OROM size.
The "PNP/PCI compliant BIOS not installed!" error is basically saying the OROM is invalid, 'cause only the first 64Kb of code are being loaded into memory.
We need to find and analyze the code responsible for loading the OROMs.
Unfortunately I don't have the time to do that, but I know that Gigabyte should have fixed that limitation when the RAID OROM was updated to a larger one.
It seems that only Phoenix-Award BIOSes are affected.

I highly suggest you do not use any BIOS older than 14, but I've included them for posterity. Only BIOS 18ZZZ has been personally tested by myself, but the worst thing that can happen when using an older version would be a conflict between a specific device's option ROM and the BIOS, in which case you simply flash back to the stock BIOS and report back here and I'll try to help you fix it.
Here is an example of the Realtek PXE ROM's configuration screen which is accessible after pressing Shift+F10 when prompted:
If you do not require the PXE ROM to display its "press Shift+F10 to configure..." message twice (remember, this board has two GBe LAN ports!) on startup after the Intel AHCI OROM's initialization message, please go to the CMOS setup screen, then Integrated Peripherals, then Onboard PCI Device, and set - Invoke Boot Agent to Disabled for both Network Controller 1 and Network Controller 2.
