Default Not working with resent SP1 (with patches?)

Hi.

I'm trying to patch the user32.dll.mui files myself, but it does not work.
I have changed the owner and rights of the file accordingly, but
windows tells me that the file is being used by another process ("The process cannot access the file because it is being used by another process").

Using process explorer it shows that for instance csrss.exe is using it.
This is both the case when I run windows normally and when I run it in safe mode. The original safe mode console or recovery console does not exist anymore however. The console I managed to get into shows the the same error.
I think the same process is blocking the change of this file.

I guess that windows has done changes in recent patches so that patching such files is not possible anymore.
Do you see any way to circumvent the problem?

The only way I see to do it is accessing the file system from another Installation of Windows on another partition (or maybe temporarily plug in the harddrive in another coputer).

Thanx in advance!

Default Upgrade to VISTA x64 SP2

I've just installed VISTA SP2. Will there be a patch available for this release as well?

I've checked the various files and some of the paths are different and I suppose there would have to be some changes in the user32.dll.mui file for
SP2
