if you want your vista progress bars blue (rather than the microsoft green) then this is the thread to come to.
the windows 7 theme this comes from is here http://forums.mydigitallife.info/showthread.php?t=6838
and this theme has the same changes, just for vista, courtesy of the original poster (tomorrow).
theme is here
http://www.mediafire.com/?0m5zt5hmi5d
install this to make the theme usable (click the button with "play" in it) - this patches the theme files in windows so you can use non-microsoft signed themes.
http://uxstyle.com/ (download, then extract and install x32 or x64, reboot)
after reboot, go to c:\windows\resources\themes\aero
right click aero
click properties>security>advanced>owner>edit
click your username and click apply and then yes to the warning.
close out of all the windows (you just took ownership of the file)
now right click again
properties>security>edit>
click "administrators..." or "users..." and then check the box by "full control" then apply and yes again to the warning.
now rename "aero" to something else (keep it in case something goes wrong)
now copy the new "aero" into the folder, and it should start working immediately. if not, reboot.
credits go to tomorrow, he even showed me what programs to use, i just uploaded the vista version.
--edit--
also availible - windows 7 theme for vista with blue toolbars
http://www.mediafire.com/?w20lx15vcey (install theme hack, and then copy extracted files to c:\windows\resources\themes, double click the win 7 theme, and then pick the one with greek letters out of the list)
first pic is default vista theme, second is vista win 7 theme
--edit--
you can get a version with black progress bars here http://www.mediafire.com/?0ynnokvyzwd
same installation as the blue aero theme. *there is a problem with the windows update bar, the pulse that moves along it doesnt match up right.
