DIMM2: Kingston KTC1G-UDIMM 1 GB DDR2-800 DDR2 SDRAM (5-5-5-18 @ 400 MHz) (4-4-4-12 @ 266 MHz) (3-3-3-9 @ 200 MHz)

BIOS Properties:
System BIOS Date: 03/02/07
Video BIOS Date: 04/16/07
DMI BIOS Version: 0401
================================================== ================
As can be seen from the above results, the CPU clock is only 2407.2MHz instead of 3200MHz.

What has happened?

How do I reset the CPU clock to its real 3200MHz speed?

Nothings wrong with your CPU, its just using Intels power saving mode called 'speed step'. When the CPU is idling it goes into a reduced power mode where the multiplier goes down to 12 and CPU speed is down accordingly. When called upon by any activity or program that needs more CPU power it switches back to full speed automatically. This is a useful feature, it keeps your CPU cool and healthy as well as saves power. You can disable it if you want by going into the BIOS and look for the EIST setting (or C1E) and select disable. Better to leave it as is though.
